What is not often appreciatted is that holding a train back can cause more problems than it solves. There will be people that also need connections up the line that will miss them if the journey is delayed. There is also a danger that the problem will the pass onto the next running of the train and people would miss their connections on that journey as well. It becomes even more critical when this occurs on the busy lines up to London - if a train misses its path it can have a knock on affect on many other trains and they then also suffer. So there is a juggling act and it is not easy to satisfy all needs. Of course there is also a financial incentive as the train operator is measured on performance (and penalties applied - although now at least season ticket holders can claim for individual delays rather than relying on the annual moving average), but it is note solely the performance figures.

train delays especially from Charing cross are inevitable, I used to commute from Greenwich to charing cross station every morning, and I can remember the delays were getting so bad in the winter that I was was forced to leave the house 30 minutes early just so I could catch the earlier train and if that was delayed then I would at least then be on time for work. 67 Seconds is the amount of time from stepping off one train at Paddock Wood to the Medway Valley line train departing.  Lovely in this sort of weather and if it was timetabled that way I'd be quite impressed but, of course, it wasn't.
This evening serious delays were caused on the London Charing Cross to Ashford/Ramsgate line due to a broken down train at Dunton Green.
