Turn your back for one moment and something always happens at Medway Council.

The latest is an extraordinary announcement that it is publishing a webpage giving its answers to media questions.

It follows a disagreement with both the Medway Messenger and BBC South East over their reporting of the concerns raised by Jack Hope, a resident of the Isle of Grain. He has been mounting a vitriolic campaign against virtually everyone in authority (councillors, National Grid, MPs et al) over the failure of the any of them to advise what is the escape plan if there is a catastrophe at the LNG terminal. There has to be a plan if (heaven forbid) if there is a massive fireball at the terminal, along the pipe which crosses under the only roadway out of the Isle or aboard one of the 130,000 tonnes-liquid gas carrying tankers which now regularly dock next door to the village. (It's a good site they chose, between the laden wrecks of the munition-carrier Robert Montgomery and the minelayer Princess Irene.)

You would think the residents would know what to do They don't.

It is because there is an issue of national security (so those in authority maintain).

What seems to have upset Medway Council's press baron, John Staples, is that no one has reported that Mr Hope is demanding that National Grid buys his property. It is now blighted by its overbearing neighbours presence - along with everyone else on the tip of the Hoo peninsula.

The real issue is whether residents are safe living at the end of the A228 when they have millions of tonnes of gas stored in a near-frozen compressed state at the end of their gardens.

Mr Staples is a former reporter. He lives an uncomfortable life trying to balance the politicial pressures, officers; defensiveness and the ferrety inquisitiveness of the local media. I should know: I've done the same job.

What his decision means (and I suspect there are at least two politicians pushing this move) is that the confidentiality of press enquiries is going to be blown apart.

Let me explain the system employed by Mr Staples and his team.

A reporter phones in with a simple query. Let's say I ask: "How many staff does Medway Council employ?"

Mr Staples emails a query to HR with a deadline for a response, and asks the same question.

Someone in the HR department then responds. Let's say the answer is: "There are 8,000 full time and 2,200 part-time staff employed by the council."

An email is then sent to the reporter saying "Alan Watkins has asked how many staff does Medway Council employ. The answer is 8,000 full time and 2,200 part-time staff are employed by the council."

That simple enquiry will now find itself on the web. It won't mean very much to the general public. It might, however, mean something to a rival newspaper, broadcaster or whatever.

Mr Staples' bosses have really stirred an explosive mixture.

Their annoyance (did someone suggest petulance?) has led to the unprecedented step of revealing to other journalists what lines of investigation other reporters are following.

That's fine with innocuous enquiries (not that the general public will be interested). But what if it is asking about the asbestos crisis that is building in Medway's schools?

Would they have published the inquiries that I made a year ago when I first reported the spending and chaos that is the Woodlands School extension? I don't think so. They did everything they could to hide the answers I was seeking.

Would they have published the enquiry I made about asbestos examinations of more than 100 local schools? They strongly denied that there was any foundation in the story. In fact, the audit papers that were published earlier this month reveal that it was conducted in a three month spell, and that was a difficult target for the council to meet. But the council press office denied there was any foundation in the story.

Would they care to say how many council houses and flats have asbestos today, and what advice they have given their tenants?

Dogs eat dogs. When one of those hounds takes thousands of pounds of the money we lawful taxpayers reluctantly give them for their high salaries, shoddy schooling, tatty buildings and one-time pop stars he deserves to get bitten.

Medway Council should pull back - or expect a bit more than a bite.

I think this is a wrong-end-of-stick situation. My understanding of this new initiative was that, only where a media outlet had already published something and where that was erroneous in nature or otherwise conveyed a misleading impression, then the council would be setting the record straight.

I didn't gain any impression that all briefing was to appear there, and certainly not before it haas been used by the media. Indeed, that one story that you mention is still the only entry there, and I cannot believe that the council has had no other media enquiries since last Friday.

What it does look to be, though, is a kind of Cathy Newman/FullFacts initiative, along with access to the original source material as proof. I should have thought that only those seeking to deliberately distort, change, omit or otherwise try to alter the meaning of council briefing would have any beef with that...

We have been investigating this for a while now - and there are so many flaws with Medway Council's offsite plan which is extremely concerning. We have never doubted the safety at Grain LNG and understand that the chances of a major incident is unlikely - BUT - the village should still be taken into account if it DID happen. If the explosion zones/vapour cloud dispersion zones and thermal raditiation zones DONT affect the village - then tell us/show us - and then we'll have nothing to worry about. If there is no safety concern for the village, then why are they having to use Excemptions to block this information?? Once we know these zones, and they guarantee we are not in them - we can work together to make sure the plan is well tested, works and all village know what to do - everything will be sorted. But Why are we having to fight to make sure we are safe in the event of an accident? Isnt that someone elses job? We are ordinary people who live in a community with lots of family around us. We don't want to go - and that goes for Jack too. Jack asked National Grid to purchase his property months ago - before he realised we could fight for the answers as a village. Priority 1 is safety for the family and community. If they can prove this..........house prices will start to increase again, then we wont have to leave. Surely proving we have been considered and are are not smack in the middle of a hazardous zone isnt too much to ask? We are people afterall???

After all that has been shown so far with the total disregard to our safety in Grain and the fact that this has been picked up by the CEO of Medway Council Mr Neil Davies and the CEO of the HSE Mr Geoffrey Podger. Why hasn't there been action taken against both orginisations who have both clearly broken laws under COMAH. The very least we should expect is an enquiry into both parties and held by an external body. Letting people down seems to be the norm these days by these type of bodies but answering up for their mistakes seems almost non existant. We will not stop this campaign until both are held to account and all of our questions are answered. One good thing that came from our public meeting on the 21st was that Mark Reckless our MP has promised that he will be asking questions of the HSE, we shall await his response.

It has now been over 3 months since I first contacted Medway Council and still we do not have the answers we deserve and are fully entitled to, on Monday morning this letter will be going out to Mark Reckless our MP. This will also be sent to David Cameron 10 Downing Street as a letter and will be recorded delivery to both parties.

Due to the total lack of response or compassion for our cause and plight by Geoffrey Podger CEO of the HSE and Neil Davies CEO of Medway Council I am now going to actively campaign for their removal or resignations from their respective organizations. These are the two that are ultimately responsible for what has gone on here in Grain over the off site emergency plan. They do not want to admit they got it wrong, they will not meet us, they will not answer our questions. Thats fine by me but they must now be removed. I would also like you to look into an external enquiry into both Medway Council and the HSE over this disgraceful situation. This will not end until we have all of the answers we deserve.

Medway Council have broken laws under COMAH, I have made these accusations many times and not once have they denied it, they have a duty in the off site emergency plan to protect us, to inform us, to tell us how to act and apart from go in, stay in, tune in they have done nothing. The Hierarchy there should be ashamed of themselves and are hiding behind legislation. Neil Davies must be made to respond publicly and if he does not he must at the very least be sacked or resign. The fight goes on.

So it turns out they at Medway Council were lying all along over the signing off of the off site emergency plan, this is the plan that gives us assurances that we in Grain are safe if the LNG plant goes pear shaped. Robin Cooper the regeneration manager has even had to apologise to Chris Buckwell our Parish Council chairman for the fact that the Council had falsely said that Chris had signed of the plan, what else are they covering up? Will there be a public apology? Will someone resign over this? Knowing them and their guttersnipe tactics I very much doubt it!! After all that would be honourable and they would need a dictionary to know what that means.
